Because they are so good in terms of mechanics that they can make advantage of 0 turn rate of Io and abuse it. Ive seen Miracle playing Io, he was literally trading hits on mid without getting hit (so u cant call it trading), but these people mastered laning stage. I dont know about jungling Io apart from Io being the best stacker in dota when u have both greedy carry and mid core eg. Tinker and Sven.

There are multiple pubstars that somehow have good impact even in 7k + games with mid or jungle wisp. How is this even possible?
