Honestly it is only a problem if you playing vs a smurf/booster meepo
In our mmr it is just fine, meepo is as viable as kaolin or Io.
They are hard heroes, Kaolin and Io are viable but won't have the same winrate because doesn't matter if you are a god Io, if you carry is retarded you will lose
If you are good with meepo you will win even if your carry is retarded, it just takes practice
I invested a lot of time learning meepo and I still am, I think it is fair I am rewarded with a playable hero. 54% wr is fine.
When they released Ransack meepo had 70%wr, THAT is a problem.
Play against meepo the same way you play against any other annoying snowballing mid hero

So I am looking at Dotabuff and Meepo has 54% winrate (about 52% before 7.22) despite being one of the hardest heroes to master. If even average players who make several mistakes with him can still win quite well, the spammers must be going out of control.
Why buff him then? Heroes with high skill floor like Earth Spirit and Io have been nerfed to the point where they are unviable in pubs. But Meepo gets the exact opposite treatment. A pro Meepo can literally go 1 vs 5. There is no fun playing against or even alongside someone like that.
