Well, its valve time but its almost certain to be this year. Almost all the heroes are ported over from dota 1. I would not be surprised if it was done before TI3, but I also would not be surprised if its more like November.

Even if the work is done before TI3 they probably will not reveal it until after.

Dota 2 is already out of beta. It's just not officially released yet.
It has a beta client called dota 2 test
