When DBR was frozen over 9 months ago the levels described by it (Bronze, Silver, Gold, Platinum, Diamond) began to have less and less meaning.
At this point many of the players who were in the lower levels have stopped playing dota or turned stats off and it is far from certain that players who were in the upper levels remain at the same skill level 9 months later. So it seems reasonable that Dotabuff has removed this entirely. Although DBR still remains in one residual area as the basis for the top50 scores for each hero...it is not relevant to the current patch.
There is no such thing as DBR Diamond tier for 6.79 so no one can say "this is the winrate".
Not sure what you are asking for, but I'll say that krobelus is fucking strong in pubs right now.
