It has nothing to do with winrate.
Just play and focus on your game, eventually you'll reach very high bracket.
Just play decent, we cant tell you what you need to do, since we dont know the system. Just play as good as you can, you will end up in the high bracket.
To qualify for the Very High bracket, you must collect a minimum of 30 items during a Diretide event.
No one knows exactly how Valve figures out the information, but I wouldn't worry about it. If you want to get better, then just be extra critical of how you play.

You have to go into the "Recent Games" tab, then search the hero you last played right after your game is over. Select the bracket you think you might be in, then scroll usually 1-3 pages to try find your game.
you can have a friend check for you. when you join a game, tell your friend your hero and what side you are playing on. then have him go into watch live games (these games are Very High skilled games) and look for you.
if your friend can't find you when he reaches the end, (like 15 pages) then your not playing very high skill bracket game.
According to pubstats I just recently started breaking into very high it seems, but now it's all screwed up, thanks valve.
