This is a constantly discussed topic in the dota community but this site as absolutely no influence on such a topic.

Dota.dev, playdota or reddit are better places to discuss thing.

Any time region lock is brought up on dotabuff forums, it is an round about way of say "player for X country ruined my game"

Last game other team had 4 smurfs with under 20 wins:

And Russians on eu-servers are not that much of a problem, unless they play with really high ping.

@ FER, i don't think russians are a big problem if the game goes well, they are a nuisance when the game goes bad and they start flaming endlessly in russian :D

But if they didn't flame in Russian, I wouldn't learn all the nice words from them :O

chinese server has it and theyre the least cancerous server in all of dota.

Lol 1000% agree. For valve however there are no chance to get this implemented.
