It requires 432 mana per attack. You won't notice because it's mana regen is goddamn high.

nah, he uses his mana to get vision through fog of war so, when you standing behind trees he can fuck you in the ass and fuckup ur gank.

It's a legacy parity, in DotA the original ranged unit have mana, and some heroes interact with them, so they just keep it.

He's supposed to be a mage

Maybe he has secret spells he never casts, like the harpy stormcaller.

But then you would be able to use it when you dominate it. Unless it's really secret.
