I've had this issue before. There may be a cooldown but I have no idea. F9 usually works again after a minute or two.
30 sec cooldown if som1 disconnected in enemy team
1 pause every ~10 min per player

Sometimes someone has 2 unpauses, but when enemy team pauses and you try to unpause you can't.
Basically, how is the amount of pauses/unpauses determined?
