Did you closed the tab? If yes, than yes, it assigned different bot.
Try to do this in 2 separate tabs. Open rating buddy>open bots page in other tab (DO NOT CLOSE RB PAGE)>add him>open RB page>Click the button>???>PROFIT!!!
That's how I did it.
I found the issue: For some reason I can not add friends on my account. Apparently I need to buy games first before that option is available. Seems to be a bug.

I never close that page. Even if you leftclick the link it will open it in a new tab.
It's not a bug. Steam prevents accounts with zero purchases from adding friends. Something about preventing spammers etc.
He likely has a limited use steam account (one which has not purchased games on steam). This is pretty common with smurfs accounts.

It says "You have been assigned the bot "Enchantress's Bracer":" and everytime I reload the page it apparently assigns me a different bot. When I click the "Add Friend" button, it tells me "Error adding friend. Please try again.". And yes, I am logged in.
