Because it offers limited utility. It's like kitrak said, if you are ganking a hero without linkens or an escape mechanism, most times your team would get the kill without the atos anyway.
As a carry you definitely dont want to get such an item because it does little for your dps or survivability; you'd rather your support teammates get it, but even for them, the item's effectiveness for them and their contribution to the team is situational at best. Maybe you would get it as a support hero if your team was a greedy lineup with few disables/ lockdown spells.
Going back to utility and its importance to most support heroes' effectiveness, especially from mid-game onward, atos doesnt offer as much for its price compared to alternatives like euls (remove negative buffs like global silence, cancel enemy tp, semi initiation tool), blink / force staff (mobility for positioning or escape), crimson / pipe (team damage reduction) etc.
When you're behind it does not deter the enemy from simply attacking you back, and when you lead, you do not need an item like that. Also, you'll also wish you did not spend thousands of gold on an item like that by the time lategame comes, you'll wish you had saved for a hex.
