nope, if you are toxic and get reported you will get low prio, i always report those fucks , and mute them like this ursa on my http://www.dotabuff.com/matches/2365920179 , that was muted in the first 10 minutes, next time i loged in i got the "we have taken action against a player that you reported" and he was my only report of the week, all reports give low prio.

but for communication abuse you should get mute, no?
