He really isnt. He's insanely strong in combination with Naix, but if you dont got a Naix in your Team and your behind a hero is dead weight, he literally provides nothing then. Also he only looked that good when MindControl or MP played him, and those players just mastered the hero.
Phoenix is incredibly effective this patch. Tis a usual thing that a hero is good, but he is not op
