Skywrath is a classic lane dominator and he will probably win most 1v1's mid. He does not scale that well tough, so just buy a wand and enough regen, trade farm and try to set up ganks with Astral. You dont need to win that lane, if you dont die and trade about even in farm youre doing fine.
