It still helps. The block damage and mana regen is very helpful. A magic wand also help to avoid getting killed by the rocket.
I also had a mid tinker against my mid medusa and raindrops really help.

If you can Arc Warden, he's probably your best mid hero against Tinker, I guess spamming wraiths harasses him well
Other than that, Pudge is not bad, but people don't really play Pudge mid anymore
