Bcuz he's a high skill ceiling hero..You can outperform other if you have good skill with this hero. As he can provide huge magic/physical damage if you proc your overload charge with ball lightning and your remnant..
He's not so hard hero to start playing but he's a hard hero to master...
PS Valve's complexity tier is shit anyway tho...

He also requires slightly more skill in things like Mana-management and map awareness than some easier heroes. I'm not sure if he's really a tier 3 complex hero. Maybe a tier 2.5 complexity. Definitely easier than things like Puck or Earth Spirit.

I am noob and new to Dota. I see heroes categorized based on complexity. It seems everyone is on their level, but why storm spirit is considered as tier 3 complex hero. I play him and doesn't feel that hard to play. Can anyone explain why storm spirit is hard and requires high skill to play ?
