I had many legion games, and i have very strong conclusions about legion that even pros play him bad.
PHASE BOOTS on legion is the worst you can make, if you are five maning for duel, than probably no one gives a fuck at all, what your build is, but if you are picking off a target, with phase you won't even solo kill.
desolator is also not needed in him, with his ultimate which results in huge amounts of damage, buriza is so much better. the only advantage here is desolators cheap price, but legion is one of the fastest farming heroes in his type maybe only surpassed just by ursa, so getting expensive items is no problem for him.

pub players are always better at certain heroes than professional players therefore i think its stupid to argue if blitz or sumail is the best or not. There are players spamming the same hero 6 hours a day with more than 2000 matches while professional players must practice every hero that fits their role in professional scene
i dont go same build every game, but most of the times yes.
The only thing i change if there is panda/pa/tinker, i make mkb right after shadow blade+blade mail,
or if there is many disables then bkb.
in any case, history proves my build is right.
