Its depends what hero we are going to support, need more mana or hp. Storm without cm can be strong if supported by io with arcane. And tidehunder will be strong if supported by io with tranquil without right click.
Tranquil and soul ring is good combination for support io,arcanes are also nice but for support io very expensive when game not going super well
I prefer arcane boots because i can upgrade it to greaves, if someone already bought it like tide, maybe it would be good.
