I thought it went without saying that on this computer I do not have admin rights.
It shouldnt have anything to do with admin rights. Check the other programs running in the background, one of them is at fault

Tried that multiple times. Basically, I kinda tried everything that did not request admin rights.
restart your comp, open task manager and go into process tab, end all unnecessary start up apps ie. iTunesHelper, skypeupdate, windowsupdate etc (anything you CAN remove practically as if you can't it'll deny)
start up dota, if anythin other than dota2.exe/steam client processes also execute, end them

I installed Steam & Dota 2 without admin rights.
I cannot go into matchmaking because of the VAC error.
Does anyone have any ideea?
