I personally do feel that SEA servers have a higher level of toxicity mostly due to demographic reasons. The standard of living is lower, people tend to be less cultured and have lower education. All this results in the typical SEA player being more annoying and shitty compared to the standard American or European.
Yes in my country, people drop out of school just to play Dota or LoL, many dota gamers here in sea are uneducated
EU players speak english, meanwhile my games full of people that don't even understand english, they just speak their own language and hope that their teammates will understand

Yes, I had games where people just intentionally throw or pick random crap which costs us the game.
But what's the point of ranting about kids who won't give a shit about you? Best you can do is reach higher mmr where you will meet such people on less frequency. How to do that? By controlling the only fucking thing in your match that you can control. Your. Own. Goddamn. Hero. "Blamers", they do it to cover up their own faults by projecting. Some people may even associate it with d-k syndrome(coined by d and k), it is hard to differenciate one from another at beginning of game, or if you get triggered by them.
