The HP drain is a huge liability when he wants to be as durable as possible. It's also a diversion from the early-mid items he really needs like Blink, Hood, Force etc. It's not like he needs the damage, he kills heroes with spells, not auto attacks.
Just save up for a Heart later.
Armlet is usually good for the heroes who don't have trouble replenishing their health (usually with a lifesteal). It is not worth having to carry a salve all the time.
Though If you're behind and expect game to be over soon, It's not too bad considering the stats for price (though still I'd go BM for the same price instead)
^he kills ppl with his passive also therefore needs to be hit. so that +25 dmg on the attacking hero sounds okay (not too good^^). i think if your team runs a centaur as solo safe laner, enemy has no DOTS and slow baseatkspd armlet can be viable. still no good item on him since he is no real carry :-D very situational item
the real question is why u want armlet on centaur in the first place? it won't make him more durable vs same price items and won't provide any utility
I would say you simply need hood-blink too badly to go for armlet. It could be done on a carry centaur, but that has not really been popular since a while back.

wasnt there a time when cent ilusions returned the damage? I saw some russian team playing it and feared that it might destroy the meta, next thing I know there was an update that removed return damage for ilusion

Why no one buys it? armlet toggling while enemy is hitting is good also he benefits from +25 str and armor from it
armlet toggle also good with double edge
(also viable on a pudge when you're good at the hero)
