From what i understand its to prevent Tiny from being able to easily toss who he wants. If it was possible to disable help for toss then 3 members of the team could disable help and the Tiny could always guaranteed toss the 4th person regardless of who was closest to him. Would be pretty strong if that 4th person is like a slardar or centaur.
Alternatively all 4 teammates could disable help and then tiny would always be able to toss enemies guaranteed, even if an ally was closer. It would make the hero less skilful and more abusable.
yea i dont know why this was changed because fuck that hero tossing you around when you dont want to
