Officially, neither TNC nor Kuku is banned by the organizers. However, according to TNC’s Facebook page:
1) Kuku could be barred entry from the country
2) the government may cancel the tournament if Kuku goes
3) the organizers won’t be able to guarantee Kuku’s safety should he go.

Honestly, if the Manila Major was widely seen as the best major ever, while Shanghai was considered one of the worst, why did they go ahead and give TI to China?
