if you're really good at the hero + below immortal bracket.
there comes a point at a certain mm where certain heroes are simply destroyed by counterpicks that no level of outplaying will give you a positive winrate. unless you go for neutral heroes like MK and whatnot where it simply does not matter.

spamming supports does not cause this problem, since countering only support is suboptimal and if they do, a they will be out-countered by your team (if your cores are not retarded spammers)
thats because most supports are neutral heroes. meaning counters to them can usually be worked around, like how many consider MK a very safe mid/carry pick because any sort of counter can be played around.
but if you're an ember spirit vs a razor in mid, theres no playing around that, you're just dogshit and do nothing
that said, there are more ideal supports to spam as opposed to others, because they will be useful more frequently. e.g. grimstroke/lich/tusk.
heroes like earthspirit or earthshaker or disruptor and etc won't be completely useless but can be punished
Generally yes. Playing against counters just means you have to avoid their power spikes and hope your team didnt feed though.
Like the guy said, spamming supports is ok. Spamming carries is not ok.
Although, some heroes like Juggernaut, Void and Luna dont have hard counters so you can spam them without major consequences.
I'm pretty sure that even top100 player would lose Arc Warden vs Brood matchup vs 2k player. But this is an extreme example. Generally you can win nearly every match up if you are a good spammer.
