You typically want to avoid putting points in glaives until you're ready to start pushing towers or farming neutrals. It can be worth if your farm is completely uncontested but that's usually not the case. Lucent Beam and Lunar Blessing are the best way to go if you actually want to win your lane.
There is very few heroes who have a skill build that should be the same 100% of the time, you should always be adaptive to the game youre in and the heroes youre against. Max W and E for fast pushing, max Q for big dick ultimates and nukes.
Back in the days when I played some Luna I skilled 1-0-1 or 1-0-2 and then took no single point unless necessary. Beam for long distance cs'ng and some dmg. Puting points in 2nd on laning stage fkcs up the lane equilibrium.
Then when you hit lvl 6-7 while being ganked, you can put all the points in beam and ult and usually get a kill or two. If the game is standard then you just get mom and put all points in 2-4-2 or even 1-4-3
I dont play much luna but in my 3 last games i've maxed Q twice and glaves/lunar blessing once.
Put 3 levels on your Lucent and maybe 2 points on your aura if the laning phase is intense and 1 point on aura if your support is zoning out the offlaner. Don't skill glaive if you're controlling the lane. Stack the skill point till you start farming jungle. It is okay not to max your Lucent as long as you used eclipse before leaving the lane. That's how I play Luna but I'm happy to learn from someone that is a good Luna player.

i know dotabuff says max q first but ive been experimenting a bit and if you put glaives first you can reach 80-100 lh at 10 minutes easily, is it worth it?
