Static mid. He can’t jungle, can’t push well & his rune usage is not that big. However, he has a good kill potential when creeps are on his hg. I don’t see a reason why would u ever want creeps not on your hg besides when their mid leaves & u can push with a catapult.
Also you’re wrong about killing range creep fast - it’s not that good if u want to kill someone.

I used to devide midlane heroes into 2 types:
1. Passive pushing type of heroes (like TA), who goes for push almost every game, cuz skills are nukes or harrases that used to take pressure on opponent even if hes under his tower. And if they can't do that, cuz of counterpick middle or roaming supports, they loss a part of their efficiency.
2. Optional pushers (Like SF), who's interested in freezing line and farm safety untill the momentum they can kill wave and than go jungle or try to go for a kill on enemy hero whos lost his positioning.
So, when i tried to figure out what type of heroes in my conception Arc Warden is, I realised that it seems to be harder than i thought.
On the one hand, he always want to go agression against weak hero, so he kills ranged creep and it leads to slow push. On the other hand, he can stay and farm passively his item without losing that much efficiency.
So what type of heroes he is in your oppinion? Or maybe something wrong with a conception?
