Because to strengthen an Hero you dont need to directly buff him.
By nerfing his counters, changing the meta slightly to svens favour or buffing certain items you can indirectly buff him.
Nah most of the time hero is already solid before they were picked up in pro game. A lot of team were just scared to branch out from the meta unless it is secret.
He is tanky and he can farm really fast because of his passive cleave. He is a strength alternative to AM for flash farming and he can join fights earlier in the game and not get slapped around. His build is also a lot more flexible than someone like AM, he can go MoM + Blink or Midas + Echo, then follow up with cuirass or daedalus or bloodthorne or BKB whatever that game needs. Versatility + fast farming = good core for pros.
Because the trends are changing - carry role depends on offlane/roamer of enemy - if enemy is picking dark seer, you cant really pick PL, Luna, Terror, spectre and similar heroes, who are just destroyed by him. In the list of top picked/banned heroes are those, who just limit heroes you can pick and not completely lose lane.
So you end up having just couple decent laning options for yourself and Sven ended up being the best one in there, as he is sustainable, able to survive even alone, able to come in fight pretty fast and able to build up into mid game to destroy enemies.
The meta for offlaners just helps heroes like troll, sven, alch etc. Even Drow had 75% winrate even though receiving huge nerf. But there was just nothing better for those games to win with.

I dont get the logic why an heroes that nerfed from his first position then after receive nothing but nerf then come back to his first position
