You shove waves , go jungle and you itemize based on the hero that counters you also gank otherlanes that you can kill
I think it depends on the role of your hero and the counter, if you're a pos 3 you can try to outlevel them and gain some edge, especially if your ult is big and you're going for that lvl 6, farm when possible by creep aggroing and play passively 'cause xp is your main focus. At some point you might request a gank. You can also ask to swap lanes if your teammates can handle your counter. If you're a pos 4 being countered in lane then leave the lane immediately, you can give your pos 3 some extra regen to solo, but I think there's nothing worse than a pos 4 sapping xp and adding 0 kill potential to the lane or even just backup.
