Sure. Read the Wiki for details A 'dispel' in Dota is something that removes status effects. A status effect is something that shows up in your status bar. Nullifier applies a basic dispel, which means it does not dispel strong status effects like stuns or hexes, but it will dispel things like Monkey King's jingu mastery stacks.

The basic dispel that nullifier applies can be used to dispel positive buffs from an enemy target, and continuously prevent the enemy from applying positive buffs to that target. The most common use for this is to dispel ghost scepter buff.

In my opinion nullifier is bad right now. I can't think of many situations that would justify buying it. Maybe if you were a PA that desperately needed to burst an enemy. Against a Tinker or Pugna maybe?

In most cases you would be better served buying a different item - items like a daedulus for damage or a basher for lockdown.

It is really only brought by carries in the late game when they can 1 shot supports but dont want to deal with annoying things like glimmer, force staff, ghost scepters, eul etc. You nullifer them and then kill them whatever item they use will be removed right away and you kill them.

its mini shadow demon ult. i think nullifier is super underrated on these heroes that are traditionally hard countered by shit like ghost and force, think ta/troll/riki etc. like ta can just go deso blink bkb nullifier and you just die. i mean its also a 4700 gold item that gives 80 damage and 8 armor, the stats are good and the active is also pretty good, and its not as expensive as daedalus or abyssal.

Use nullifier when you want Damage, Armor, and a Slow. The dispel is very situational (euls, force staff, glimmer, wind run).

Nullifier is designed for carry to deal with support annoying survival items, but it is misused to prevent BKB which is too OP if combines with bloodthorn/silence, but can be countered by having 2 or more lotus orb and use it to each other or Aeon Disk.

The current nullifier however, is undispelable which means Aeon Disk/Lotus no longer counter this, and it is also CONTINUOUSLY dispel.

So what's important? It's really important for cancel/dispel all of supportive item (forcestaff, glimmer, ghost scepter/ethereal blade, aeon disk) and makes killing support A LOT easier.

*Also, it is indirectly nerfed Aeon Disk since Aeon Disk no longer an omnipotent lifecharm and it is very useful if you're a faceless void against many aeondisk buyer
