Anyways I was just asking for any help with laning chen because its not super clear what the best strategy is. Do I grab persuasion level one and steal their ranged creep? Is it worth the gold loss? Some advice on how to decide what to build after mek?

I never ever flame my team mates I struggle with chen because I lack skill and knowledge myself. I am not a delusional idiot and know I need to improve myself and not focus on negative teammates who are my mmr despite having 9000 matches played. I only want to improve and from my perspective there is no reason to gatekeep non degenerates like me.
Chen used to be fun to play when u could get 2 big eagles early and tornado the shit out of the enemy carry and easily kill his/her support with tornados + old nuke ability + poision lemon (orb of venom).
Now Chen is much harder to play, feels like it is designed as an early jungler that can push mid game with an army and if you have very good communication with your team.
I do think it can be played together with a safe lane alch however... the attack speed and the healing should be insane with alch...
Also: Chen should, in theory, be the best stacking hero in dota I believe (stacking up to 4 or 5 camps at the same time with helm of dominator).

Any role has a basic playstyle, once you get good at that, then you try to adjust playstyle based on the hero.
It's equivalent to core spamming Archon animal saying "My support cannot secure the ranged creep" while missing 2 CS every wave.
Those plays of slight advantage only matter when you have secured all the other bases.

@ThomasTheDankEngine Getting Holy Persuasion at level 1 is usually the play after the Divine Favour active was removed. Regarding taking the enemy ranged creep on the first wave, its usually worth it over the course of the laning stage despite taking a chunk of gold, exp and pushing the wave. This is because it makes for very ez denies and harass for as long as you keep the creep alive, however I'd advise communicating this with your lane partner first, else you might tilt them. Don't forgot to stack and pull as per usual, and look out for certain creeps that can determine how you can play the lane. For example, with a Harpy, you can essentially zone out squishier heroes, or with a Ghost, deny entire waves.
With what to build after Mek, I'm finding moderate success with going Holy Locket, Vlads, then Greaves, fitting in any traditional support items if required, such as glimmer, force and ghost scepter.
Dont take my advice as gospel though of course, im only a 4k scrub, but do check out pro players replays on the hero, either in pubs or competitive games, look out for notail and puppey especially.
@Flukey ty very much. Do you skip boots and if so what heros would you buy boots against? Asking because it usually seems terrible to buy boots before mek.

@ThomasTheDankEngine I try to avoid going boots before mek at all costs. My initial build up (ignoring consumables) is Headress, Basi, mek, wand, arcane boots. And then I go onto to the build up as seen above. I honestly think that there is not any situation that requires boots before mek, but I might be wrong.

1360+ games with Chen here - Level 26 right now.
I usually rush Headdress before Boots; the aura itself gives almost a perma-tango to lane.
Then I go for mana boots then Mekansm. If you can get a speed aura creep early in the game and you can micro well, you can hold off the boots and work other stuffs instead.
If enemy ine-up does not have any AoE, I like to build Holy Persuasion/Penitence build. That can really mess them up in laning and can push well.
Mid-game: Glimmer cape and Greaves will be invaluable. Get Aeon Disk if they have nukes.
Late-game: There are 2 builds I like to go for.
1.) Refresher + Holy Locket + Shard (if you want 1.7k heal per Hand of God)
2.) Aghs + Shard (If you are planning to push hard).

Finally, depending on the games, you can go for a battle build with Medallion and Necronomicon. Use creeps as an advantage + Penitence.
I don't recommend this against Late Game heroes and AoE heavy heroes.

Finally, I would highly recommend to get better at microing. I never use Centaur because I can just creep body-block every hero. Let the autoattack do the work.
The smaller centaur's +5% mag res. I would say is better at times than the big centaur itself.

I have to say that I find Kotl pos 4 more usefull that Chen, but maybe Im missing something. If enemy support blocks small camp with his body (what they usually do), then you are kinda walking regen aura till lvl 3 or even 5 sometimes.
Here's some advance tips if you get good at microing and its potential.
1.) I used to get flamed for converting regular enemy melee creeps. But team don't understand that I do not want to take our camp farms for our carries. With these melee creeps at Holy persuasion Level 4, you can block enemy camps rather than use wards. I usually did this against enemy tri-camps when I queued with teams at High Anc./Low Divine games.
2.) You can also use melee creeps as moving wards by using "Patrol" command. Helps significantly against Zeus games but in all games in general.
3.) Use regular melee creeps to deny enemy runes. I even had 1 game in which I denied enemy aegis using a melee creep (lol).
4.) Holy persuasion creep tele to Chen is fun at times with Force Staff. If you time creep teleport to your character, you can forcestaff right next to enemy and chain stun using the teleported creeps.
5.) Don't need centaur. Just learn how to body block with regular creeps.
With that said, the +700 Creep HP is justifiable for certain games. Especially if you are deciding to go for aghs.

anyways full hand movement for setting creep patrols doesn't affect much.
