because thats an near instant aoe disable on a 7sec cooldown that helps u kill people lategame(cancels tps, interrupts, gives u enough time to get orchid/hex/shivas/ult off) as opposed to a 20s spellblock that does not help u kill people and in most cases doesnt help u survive either

i picked it like once and everytime i've hit something with it then the enemy heroes just bolted to their base so i had to keep blinking in again to do some meaningful damage
